Chicago's Marilyn Monroe Defaced with Paint, Again

It used to be such a clean, nice city. In the last 5 years, I have witnessed a huge rise in graffiti, litter on streets and violence.
What is going on???
Graffiti seems to be everywhere these days. No one is seeing these people deface our beautiful city? or are people just too lazy (or afraid) to report it? You can call 911 or 311 anonymously, you know.
I was on the train the other day and someone actually said they like some of the graffiti. It was kind of like art, they said. While true, some graffiti may be considered by some to be art, it has its place. And should not be smeared all over buildings and personal property, unless it was commissioned.

Do you know there is even a website dedicated to Chicago graffiti - so crews (?) can share images of their so called art??
Graffiti is vandalism, it scars the community, hurts property values and diminishes our quality of life.
The city estimates it will spend $5.5 million to remove graffiti this year, and despite a $487 million budget deficit, the Cook County board renewed its commitment to the cleanup by rejecting Sheriff Thomas J. Dart’s proposal to scrap a suburban graffiti-removal unit costing $600,000 a year.
Is there no pride left in Chicago?
